Tyson Cobb appointed to P&Z Commission Clearwater County Commissioners appointed Tyson Cobbs to the Planning and Zoning Commission during their meeting April 17. P&Z Administrator TJ Rausch also updated the commissioners on what is happening in his department. The notification for fee hearing date was corrected and draft amendment to the building code ordinance reviewed. The Board approved motion to appoint Tyson Cobbs to the P&Z Commission. Walter Steed requested the commissioners re-affirm and sign the Equal Employment Opportunity Policy Statement for the Riverside Community Development Block Grant project. Chairman Don Ebert signed the EEO statement, the employee listing was completed and the posting of the EEO notice was placed on bulletin board. Dave Daniels gave an update on Fraser Park. He explained that they are planning some landscaping by the entrance, repairing and staining park benches and placing bricks for a retaining wall. A donation of $50 was approved for Weippe's annual Clean Up Day. Cliff Anderson was re-appointed to represent the county on the Animal Damage Control committee. Clearwater joined nine other northern counties to form a program to control predators that prey on livestock. The county's contribution is $2,500 annually to be used for a state trapper. Supervisor Rob Simon presented a Road and Bridge update. There was some sliding on Sunnyside Rd. and Eureka Rd. The road crews have cleaned out the slumps. The Nine Mile slide repair is moving, but placement of aggregate will help stabilize it. Commissioner Stan Leach advised that there needs to be a core sample taken to get a recommendation from a soil professional. The landowner at MP 6.4 on Upper Fords Creek Rd. has reported a slide in the area where the road was widened. They captured the run off above it and the property owner is watching that the water is moving away from the area. There is another minor slide on Old Ahsahka Rd. in one of the areas that was fixed. The road department is issuing permits to haul equipment now. They are not allowing hauling on Grangemont Rd. yet. Ebert began a discussion of the Tri-Agency meeting on Grangemont Rd. Joe Haynes said he would develop the scope of work for Requests for Proposals (RFPs) for hiring the consultant for the feasibility study. There is the need for some drilling of core samples and Environmental Assessment studies. Assessor Mellisa Stewart presented a request from a homeowner in Elk River, to re-instate a homeowner's exemption. The property in question is RPD1625022004AA. The homeowner contacted Stewart and explained that he lives in the house on weekends and rents an apartment in Moscow during the week. The commissioners can grant it for 2006. Discussion was held on issuing the HOE. The information was taken under advisement to allow for further research. Angela Vander Pas updated the Board on the IT department. The grant money request for the Bulberry Software has been submitted to the state for issuing the grant funds. There will be some expense for meetings for explaining the rural addressing. The commissioners need to review the draft ordinance for addressing. A motion to sign the Addendum to Contract for Professional Services Contract for Public Defender with Patricia Evans was approved. Salary claims for the period of 2/12/06 to 3/25/06 were approved and paid in the following amounts: Current Expense-$77,230.43; Road and Bridge-$44,574.37; Ambulance-$11,734.57; Justice Sheriff-$118,224.49; Justice Court-$14,727.42; Justice Prosecuting Attorney-$17,915.73; Social Services-$3,036.02; Revaluation-$11,755.21; Solid Waste-$14,791.23; Weed Control-$3,608.67; Waterways-$3,546.62. Total payroll expenses were $313,214.59. Three executive sessions were held to discuss personnel and indigent issues. All three commissioners were present for the meeting. |
